A Strategic Step for Europe’s Raw Material Security

On June 4, 2025, the European Commission took a bold and necessary step by officially recognizing several critical raw material projects located in third countries and overseas territories as Strategic Projects under Regulation (EU) 2024/1252. This move marks a pivotal advancement in the EU’s ongoing efforts to ensure resource security, industrial resilience, and strategic autonomy in a rapidly shifting geopolitical landscape. Critical raw materials are the backbone of Europe’s green and digital transitions, underpinning everything from battery production to wind turbines and semiconductors. By extending strategic recognition to projects beyond EU borders, the Commission acknowledges both the interconnected nature of global supply chains and the urgency of securing diversified, sustainable sources. This decision also signals a maturing of EU foreign policy, blending economic interests with long-term climate and strategic goals. It underscores the importance of forming reliable partnerships with resource-rich nations, often in the Global South, and reflects a commitment to fair, transparent, and mutually beneficial cooperation. However, this strategy must be paired with robust environmental and social safeguards. Strategic does not mean extractive at any cost. The EU’s credibility will hinge on ensuring these partnerships promote local development, uphold human rights, and meet the highest environmental standards.
