A double-level Union

Many voices here in Brussels and outside underline a new way of thinking re-coming to the international debate. A European Union with two levels, one for the countries which go well, the other for the rest. Important people inside and outside the international establishment are beginning to think that this would be the better way to save the Union as such in the troubles times we are living. Figures like Romano Prodi, for example. In the political sphere the issue is more controversial, with Angela Merkel saying to be opposite to this perspective. On the horizion the new Trump’s policy towards Europe, that tend to be one where direct relationships between singular states will re-gain importance.
